Scope of Work and Objectives

The purpose of this tender is to procure 1600 pieces of Cold Desert Outer Multi Layer Clothing System Camouflage Sand Digital (CDO-MLCS) for use by the Indian Army. Eligibility Criteria

To be eligible to bid for this tender, bidders must meet the following criteria:

• Must be a registered legal entity with a valid PAN and GSTIN.
• Minimum average annual turnover of 187 Lakh for the past three years.
• Minimum of 3 years of relevant experience in manufacturing or supplying the same or similar products to Government agencies or public sector undertakings (PSUs).
• Micro, Small, and Medium Enterprises (MSEs) and start-ups are eligible for exemptions from the turnover and experience criteria whereby they must demonstrate compliance with required technical specifications.

Technical Requirements

Bidders must adhere to the technical specifications as outlined in the associated documents. Key technical requirements include:

• The clothing system must be made from high-quality fabric suitable for extreme cold conditions.
• Availability of a minimum of 50% local content to qualify as a Class 1 local supplier, and a 20% requirement for Class 2 suppliers, in line with the 'Make in India' policy.

Financial Requirements

• An Earnest Money Deposit (EMD) of 1900000 INR is required, which can be submitted via demand draft, fixed deposit receipt, or bank guarantee.

Document Submission Details

Bidders must submit documents including:

• Proof of experience and past performance (contract copies).
• OEM Authorization certificate and turnover certificates.
• Compliance with the Bill of Quantities (BoQ) specifications.

Additional documentation may include but is not limited to the following:

• PAN card.
• GST certificate.
• Certificates from chartered accountants confirming turnover.

Special Provisions

• MSEs are exempted from the turnover and experience criteria subject to meeting quality and technical specifications.
• Startups may also seek similar exemptions under the conditions laid out in the tender.

Evaluation Process

The evaluation will be conducted on the basis of:

• Total value-wise evaluation.
• Qualification of bidders based on technical and financial capabilities.
• Reverse Auction (RA) will be conducted among the first 50% of the technically qualified bidders based on price.

Delivery Locations

Successful bidders will be required to deliver the clothing systems to designated locations provided by the buyer, specifically focusing on the Leh region and other relevant locations as specified.
