Scope of Work and Objectives:

The primary objective of this tender is to procure Dope Dyed Polyester Viscose Uniform Cloth for the Odisha Police. The total quantity required is 120 pieces. The uniform cloth must adhere to specified technical and quality standards, ensuring suitability for police uniforms.

Eligibility Criteria:

Bidders are required to meet the following eligibility criteria:

• The bidder or its Original Equipment Manufacturer (OEM) must have a minimum of 1 year of past experience in supplying similar products to Government entities.
• The OEM must have an average annual turnover of not less than 12 Lakhs over the past three years.
• There are no exemptions for Micro, Small, and Medium Enterprises (MSEs) or startups regarding experience and turnover.

Technical Requirements:

Bidders must provide cloth that meets technical specifications, including but not limited to:

• Color: Black (as per relevant specifications).
• Advance Sample: Agree to provide advance samples for buyer approval before the commencement of supply.
• Detailed specifications can be referenced from the GeM Specifications Document.

Financial Requirements:

• An Earnest Money Deposit (EMD) is not required for this tender.
• The successful bidder will be required to submit a Performance Bank Guarantee (PBG) post-award of contract.

Special Provisions:

There are no MSE Purchase Preferences or provisions for startups in this tender, as set by the eligibility criteria.

Evaluation Process:

The tender will be evaluated based on a total value-wise evaluation method. Bids will be assessed for compliance with technical specifications and past performance. The H1 Highest Priced Bid Elimination rule will apply. Reverse Auction may be conducted among all the technically qualified bidders.
